Normal values are.

=== Lymphocytes = 0.25 to 0.35 ===
=== Segmenters (Polys) = 0.50 to 0.65 ===

Accdg from Oxford Handbook of Clinical Medicine and Anatomy and Physiology in Health and Illness (Ross and Wilson).

Lymphocytes   

1.3 to 4.0 x 10 9/l (1,300 to 4,000 per cubic millimeter of blood)

What if you exceed this threshold? What does it mean? Does it mean you are sick or there are blood complications?

Well this could a sign of something, better observe it over time.  I mean you can have a blood test again for 2 weeks if you want that.
